School - Based Management


The term school based management is meaning of “School-based management” was the term it first appeared in the United States. When people began question the relevance of education to the demands and development of local communities. School-based management is a paradigm of education, which gives autonomy to the school level in the framework national education policy. The autonomy given to schools to manage resources and to allocate resources according to need, and is more responsive to local needs. Referring to the community in order they better understand, assist and control the management of education. The national policy is a priority of government must be made by the school. In school-based management system, schools demanded to explore independently, allocate, prioritize, control and account for both sources of empowerment to the people or the government.

School-based management is one manifestation of educational reform, which offers the school to provide better education and sufficient for the learners. The autonomy in management is a potential for schools to improve the performance of its staff, offering direct participation of relevant groups, and increase people’s understanding of education. The soul of the spirit decentralization and autonomy in education. The authority of the school was also the a general consensus that believes that the decision should be made by those who have the best access to local information, which is responsible for policy implementation, and are exposed to the consequences of the policy. (Dr. E. Mulyasa, 2002)
The change from centralized to decentralized, resulting the need independence in the administration of education. Therefore, the offer of education to school-based management pattern is considered as an offer that is conducive to empower effective education in schooling. Management education requires schools to provide education on self-governance by the school. The principals and teachers have extensive freedom to manage the school without ignoring the various policies and priorities set by national development.



 The scope of the strategy is on offer by the management of school education covers a variety of things such as curriculum that is inclusive, effective teaching and learning, school environment which supports and resources. Then the function of school management must consider several things: management, organization, leadership, teaching and learning, human resources, and school administration.
When seen various scope related to the pattern of management of school-based education, basically to make changes in communication. For all this ignores the communication process of education which should be carried out in accordance with guiding principles of communication and education. This resulted in the neglect of education does not produce a product of hope or desire. With the abandonment of a variety of communication process, resulting in social systems that occur in society does not reflect that the public was concerned about social issues. Public indifference to the social life has affected the performance of the public, so that deviant behavior is done by educated people.

Variety of irregularities, among others can be seen from the behavior that is not healthy, it is seen from a sense of responsibility that does not run properly, and there is no commitment to do our best, so do your best intentions to almost neglected in many living systems. Consequently there is no mutual trust in life, so the act of corruption, collusion and nepotism in the ranks of the government bureaucracy into a phenomenon that is done without feeling embarrassed or ashamed. This longer and can confirm that to date it still characterize the behavior of government bureaucracy. Although, efforts for erode the behavior of corruption, collusion and nepotism still never stopped doing.
Various problems such shows as long as this communication is done only in one direction or the top down in all walks of life as a nation, state and society. Deep disappointment among the people what happened. However, to make corrections blatantly cannot do because of the face is an established system and is supported by the authorities, who tend to be difficult to accept criticism and if the critics will be countered with violence.

The effort overcome them should be done with a paradigm shift in all areas of life, especially in education that really need a new paradigm in communications. Social damage that occurs during this time because of communication as the most important aspect in education systematically neglected. School-based management is a strategic and urgent bid to be realized in an effort to change the education sector as part of an important aspect for a total reform.

School-based education management in this regard is considered as a new formula to overcome various diseases in the suffering during this time. The principles embodied in the concept of school-based education management, seems to be made as curative measures against the disease.
Management of school-based education is a new alternative in the management education that is more about independence and creativity of school. The success of school-based management that must be felt and measured by the education of stakeholders is an increase in the quality of education in schools. School-based education management in principle rests on the school and society and far from centralized. MPBS has the potential to increase community participation, equity, efficiency, and management which is based at the school level. In this case became an independent institution in determining its policies, but has a working relationship with the various parties that could improve the quality of management performance. (Drs. Amiruddin Siahaan, 2006)


The last few years of education in Indonesia using school based management of quality improvement, which is more in the know with school-based management. The concept was actually introduced in Indonesia has been on since the year 1997/1998. Various other terms for MPBS than school-based management that is beside site-management, Delegated management, school autonomy, and local management of school.

Conceptually MPMBS can be defined as the process of school management that are directed at improving the quality of education, the autonomy in planning, in organizing, carried on, and on the evaluation by the school in accordance with the needs of the school that involves all stakholder school. MPMBS is granting autonomy to the schools to actively and independently develop and perform a variety of educational improvement program in accordance with the needs of the school.

A lot educational management experts from various educational management experts from various countries who call MPMBS / MBS as school autonomy or authority in decentralized not only to the districts and cities, but also get to school. Thus the in the future be shift from macro to micro, the transition from a centralized approach to the approach and school district approach, in efforts to improve education.
Operationally MPMBS can be defined as the whole educational process in order to improve education in trying to do by the head frame. MPMBS aims to empower schools through empowerment, and resources to improve the quality of schools. (Dr. Ibrahim Bafadal, 2003)

Conclusion, School Based Management is the new paradigm which allows the community to can be work, digging, identify priorities and controlling resources and accountable good to society and government.
